INDIA TO BHARAT - Vision to Eliminate Corruption

The illusion that is created in our mind about our Nation’s weakness such as population, multi religion, multi lingo, multi caste, multi script, and thus creating the Chaos & Poverty in the society is totally wrong. The only reason for Chaos & Poverty in our society is all form of corruptions and the real strength of our Nation is population, multi religion, multi lingo, multi caste, multi script and etc. The reason behind corruption is weak political (High important to Political Parties) & electoral system design itself.  System design is too fragile to deal corruption. Hence reforms are required at highest institutional level such as “Parliament”. Such fragile designs need to be replaced by peaceful with consciences. Expert’s needs to be called in and views; wishes of the citizen have to be taken into consideration. Taking this legacy forward I am putting my views for new political system at highest level, to eliminate Corruption and consequently reducing Chaos & Poverty in the society; in time bound and systematic manner. At the same time we need to build the deep thought in our Citizen that we have to be the developed nation by 2030.




Parliamentary System:
1)Parliamentary System will consist of Parliament and Parliamentary Bodies.
2) Citizens of India will be the head; over & above the Parliament in cloud without voting rights in Parliament except for MPs.
3) Parliament (Upper & Lower House) will never be Dissolved.
4) Speaker will be the head of parliament, Deputy Speaker in his absence.
5) Speaker  & Deputy Speaker will be elected by member of parliament.
6) Asst. Speaker (U & L) will be elected by respective house.
7) Tenure of Speaker, Deputy Speaker & Asst. Speaker will be 5 years.
8) Indian citizen should have atleast 10 years of experience as Parliamentarian to become Speaker, Deputy Speaker or Asst. Speaker and not necessarily Member of Parliament at that moment.

 
I   Upper House (Rajyasabha) :
1) Speaker will be the head, Deputy Speaker & Assistant Speaker-U (Upper House) in his absence.
2) Member of Upper House will consist of:
     A Members of Lower House in ratio of 80:1
      (In case of emergency and Parliament \ Lower House is not in session)
       B Heads and Deputies of Parliamentary Bodies.
     C Two members from every state.
3) Member of Upper House will retire at the end of their respective tenure.

II  Lower House (Loksabha):
1) Speaker will be the head, Deputy Speaker & Assistant Speaker-L (Lower House) in his absence.
2) Tenure for a Member of Lower House will be five years.
3) One Fifth of Lower House member will be retired every year.
4) Member of Lower House will be directly elected by people.
5) Every district will have one Member of Parliament.
6) Number of Member of Lower House will be equivalent to number of Districts in our country.
7) Area of one District / Taluka / Village should be in ratio of Population and its Geography only.

III  Parliamentary Bodies:

1) Government :
Will Consist of President, two Vice President, Home Minister, Defense Minister, Finance Minister, Agriculture Minister, Investment & Disinvestment Minister  and 3 Cabinet Minister. Total 11 members of Panel will be directly elected by the Citizens of our Country. Tenure of the Government will be 4 Years. All the members should have at least 10 years of experience as Parliamentarian to join Government Panel not necessarily Member of Parliament at that moment. Government will also have its own existing Intelligence Agency (Internal & External) apart from separate and new Intelligence Agency (Internal & External) as Parliamentary Body.

Extended Government / the other Council of ministers should also have at least 10 years of experience as Parliamentarian to join any ministry, not necessarily Member of Parliament at that moment.

2) Digitization & E-Governance Commission :
This commission will be the most important Parliamentary Body to eliminate corruption. The objective of this commission is to make 80% paperless offices (in comparison with today) across our country by 2030 which may reduce corruption to 60 - 70% (in comparison with today). The Digitalization and E-Governance system should be designed in such a manner that there should not be any scope for corruption. Every Citizen, Organization, Institutes, Religious Organization, Industry, Company, NGO, Co-operative society, FII, Foreign Company etc needs to be provided with “Unique Number” (Aadhaar) by this Commission by 2020. This number will be single number for all government related system such as Driving License, Voter Card, Passport, BPL Card, Ration Card mapping & all taxes card such as PAN, TAN , VAT. In addition to person’s demographic and biometric information, DNA info also needs to be capture for all Indian Citizens and Citizens of other countries who wish to enter into INDIA.

The eminent personalities such as Dr. APJ Abdul Kalam, Mr. Nandan Nilekani, Mr. Mukesh Ambani, K. V. Kamath, Mr. Azim Premji , Mr. Ratan Tata, Mr. O. P. Bhatt and others if any should be the part of this commission at least till 2030. 

3)  Judiciary Commission:

4) Intelligence Commission (Internal & External):
The new Intelligence Commission needs to be formed like RAW as Parliamentary Body. Existing Intelligence Agencies will work under Government. This two parallel Intelligence Agencies will help to reduce the Intelligence failure due to competition between two.

5)  Human Development Commission:
This Commission will deal with Human Development and factors that affect its development such as, Clean Environment (Pollution Control), Health Care including psychological health, Education, Taxation, Subsidies, social awareness, Rights & Duties of citizen.

6)  Law Enforcement Commission:
This will include CBI, CVC, CAG, ED, Lokpal & etc under it. 

7)  Election Commission:
As Exiting. 

8) NGO (Civil society) in Cloud:
Any NGO (Civil society) can be designated as Parliamentary Body without voting right in Parliament on the basis of its popularity and the cause for which it is established. The popularity of the NGO should be decided on the basis of Tele. Or E- Voting, where only single vote will be considered for every citizen.  The citizen will have right to deregister his vote latter any time; which may result NGO to lose Parliamentary Body status. The NGO designated as Parliamentary Body will have right to introduce the bill/s and to raise concerns and question for wellbeing of society. At any given point, NGO should have more than 50% support of Indian Voters.

The Members of Parliamentary Bodies (Head and his/her Deputy) will appointed by Speaker. The Heads and their Deputies (Excluding Government & NGO) will be selected on the basis of UPSC and various Exams and promotion’s procedures.
