Are Mobile Towers a Curse?????


New Applications FIR and other (by various law enforcement agencies) are best for any human being; they can act as the strongest weapon for self defence    in any emergencies. These can be used with only cell \ smart phone!
But Phone without good quality network / signal is just the video game. Without proper network you cannot used these application which can act as a life sever.
Hence telecom towers are most required; it is the soul for any cell phone & charged batteries are the heart!
Opposing for just sake of opposing will not take us anywhere & leads to anarchy in the system.


The wavelength of the Radio frequencies used in Radio \ TV \ Wifi \ Mobile is less than visible sunlight. Whereas the wavelength of the X-ray is the highest in the frequency spectrum; but we still use it..... why? To make our life simpler. X-ray are the most hazardous ray but still save life and hardship to any human being if used as per the prescribed method.
If we compare the frequency of X-ray, sunlight & radio waves; the radio waves are the safest when used as per ITU-T standards.
Opposing the telecom towers is the political movement with the help of anti national elements to sabotage the Digital India initiative; and the benefits of Digitalisation are well known.

There was the time when camera’s came to India for first time; anti technology people use to say it absorbs the power from the person..... which finally leads to death. Also males use to just take half (Passport port)  photos till shoulders only, for extremely notorious reasons.
So are we again going back? Do not blindly follow anyone(including me)  or even media; do your homework..... nobody is perfect! 

After giving N numbers of supporting facts still 0.1 to 0.5% people will oppose the telecom towers. So my humble request to them is that they must completely first stop using their or anyone’s Cell phone.
And strange thing is that they are using the cell phone technology to destroy the cell phone networks. Just remembered the childhood story – where person was cutting the same branch of tree on which he was sitting!

Madam Konia - A Kiction!!!!!

Disclaimer - All characters appearing in this (fiction) article are fictitious.
Any resemblance to real persons, living or dead is purely coincidental.

This is the story of a girl Konia born in the small but developed village. She was always having very big dreams! Since she was very poor in studies and poor financial condition of her family; she becomes the Girlfriend of local don “Khaisana” in her village at early age. Khaisana was mad about her cruel mind and beauty. He himself was very cruel and was eager to expand his empire to neighbouring villages. Their next target was “Kharat” village which was very big, populous, under developed but rich in natural resources. The village pradhan “Kndira” was a very daring lady. Khaisana was sure that Kndira & her family will be in power in that village for decades. Kndira was having two sons; elder Kajiv & younger Kanjay. Kajiv was studying in Khaisana village but not interested in studies and also politics. He was interested in car driving only and was having tourist permit car business. Kanjay was only interested in politics. Hence it was decided by Khaisana & Konia to trap Kajiv since he was least interested in politics and was an easy target as compare to Kanjay. And they succeeded; Konia & Kajiv  finally married and settled in Kharat village. The biggest hurdle for Konia to rule Kharat village in future was Kanjay. Hence it was decided to clear him off. Kanjay was killed in car accident; where people suspected his mother's role in accident. But it was Khaisana & Konia’s plan to create such illusion. First step of their master plan!!! The 2nd step was to kill Kndira and they succeeded! Hence Kajiv was natural successor to the thrown and was forced to leave his tourist car business and to enter politics by Konia. After Kajiv became the village pradhan he remained focused on his role but was suddenly killed in gas cylinder blast. The 3rd step of the master plan of Khaisana & Konia! Hence now Konia became the natural ruler & Khaisana rules it via remote control and they lived happily their after at the suffering of the people of Kharat village!

Decoding Pakistan: Indian Perspective!!!!!

When we say Pakistan; so what exactly it stands for, a government or an ordinary citizen of Pakistan?
For any democratic country; government is elected by its citizen and barring few exception it is governed as per their citizen’s wishes within the framework of their constitution. The primary expectation from any citizen across the world from its government is good governance

 After the formation of new Indian government on 26th May 2014, under the leadership of our Honourable Prime Minister Shree Narendra Modi; relationship of our country with the rest of the world has significantly improved, including China. Not interfering to the recent Naga peace accord & to the large extent with our neighbours like Myanmar, Bangladesh, Bhutan, Nepal & Sri Lanka from whom we had major goodwill gestures! Of course government of these countries were firm and are pro humanity & development; looking at India as an important player not just in the subcontinent but across the globe. All these countries are also keen to get developed in co-operation with India. Primarily, at this moment we have hostile relationship with Pakistan & China. But the sources in the government are indicating; hostility with China is been drastically reduced and all the outstanding issues will be sorted by talks only and are on right track may be at slow pace. The major indicator is; that from last few decades we never had cross border firing even in tensed atmosphere. So now what's the difference in Pakistan? Probably if we study our DNA, they (Pakistani & Bangladeshi) might be our closest match. The relationship with Pakistan had historical baggage; but what’s the big deal? Same was with Bangladesh...... and we both had overcome it.

So let’s start Decoding Pakistan!!!!!

The four major pillars of any democracy are :

1) Justice - Attempts to ensure that all people are protected and treated fairly and equally; according to law.
2) Equality - This assumes the equality of opportunity & not the equality of result. Democracy hopes that every male, female and third gender are given the same opportunity to succeed and to be what they want to be and do what they want to do; according to law.
3) Freedom - Freedom includes the rights to religion, speech, travel, and others; according to law.
4) Representation (Government) - All citizens have an opportunity to choose their representative to represent them in the government; according to law.

And all these four pillars have equal weightage, 25% each in any vibrant   democracy.


Now if you look at Pakistani democracy they too have these four pillars infact they have two more pillars : ISI & Army - (Including all defence forces) { In vibrant democracy these are the component of 4th Pillar }! And if you again decode the weightage; 80% is to ISI & Army,   10% to Government & 5% each to Justice & Equality! The biggest losers are the ordinary citizens of Pakistan like you and me. ISI & Army are making sure that ordinary Pakistani never comes out of historical baggage to keep themselves relevant!

 So what’s the way forward ?????

Using external involvement? Is one option; but again it is like Allopathic medicine, it has its own side effects - sometimes sever and irrevocable but this option should be last and should be used in rarest of rare case. The best case study about this method would be Afghanistan & Iraq.
As an Indian and firm believer of Ayurveda,  change should come from within; i.e. Pakistani society. So by promoting Cricketing series? NO! NOT AT ALL!!!!! But by promoting education, employment & Development. Once these three component are on track there will be rebalance of the Pakistani pillars of democracy  and last two pillars ISI & Army ; will automatically become the component of 4th Pillar -  Representation (Government).
 So It’s now for Pakistani people to take the call; their current Nawaz Sharif Government is pro humanity, pro India & pro development. But it becomes irrelevant when ISI & Army steps in. India can take proactive role in providing technical assistance, in promoting education with or without Pakistani government; through its diplomatic channel in long term. In short term let’s believe and have faith on our “Government of India”  ...... it’s the best so far; in Indian history!

To be hanged till Death.....?????

This article is not related to whether we should have capital punishment or not. But it’s about how to execute the capital punishment. I strongly consider the capital punishment by hanging till death should be abolished or at least option should be given to convict whether his execution should be done by hanging or “By donating maximum possible organs till death”.

Yes that’s correct...... I strongly believe the capital punishment execution should be done by donating maximum possible organ till death; excluding brain (It can be used for research and scientific study). If you look at the demand and supply of Organs (especially heart) there is huge deficit. This will not solve the problem but it’s like maximum utilisation of available resources! But more than that if you look from religious point of view it will help the convict to reduce his/her sin; by giving life / quality life to few people.

Now there may be debate whether patient or the family members will accept organs from such donor, this may be left to their conscious. If organs are not accepted it should be used for research and scientific study. But one has to understand that punishment is always given for the evil deeds and not to the body. Scientifically these conventional thought doesn’t have any relevance. From religious point of view when soul leaves the body; the body loose the relevance to his/her persona and it is just a dead body. So there is no harm to accept organs from such convicts. Just a thought, how much knowledge does the patient or his / her family have when they accept organs from other normal donors.

From legal and medical aspect once the person’s brain is dead he is declared dead so it doesn’t make any sense to other alive organs. Hence execution should be done by simple medically removing his / her Heart which will result in this death; giving us alive heart for transplantation other relevant organs should be also removed as per medical procedure. Necessary amendments to law and adequate security & medical arrangements will be required to implement it. 

Hence strongly feels this thought is win-win for both patient & convict from Medical, Religious, Legal & Humanitarian point of view.

My amateur thoughts on how to get rid of Terrorism

The first thing which came to my mind was our Honourable Prime Minister; Shri Narendra Modi’s Slogan “Terrorism Divide’s People and Tourism unites People”. In short if we want to get rid of Terrorism, we need to promote Tourism or in other words we need to promote Development & Growth on war footing. According to my calculation terrorism is the most organised Business in unorganised areas and to the extent in civilised world.
So to get rid of Terrorism, we need to consider it as Business and to act like Businessmen who do not believes in competing opponent’s business but loves to abolish opponents business.

If we compare business of Terrorism with Pyramid we always target bottom layer which is acceptable to the extent and the top layer is left out due to political reasons. But the strange thing is that middle layers are almost invisible.
If we want to eliminate Terrorism, targeting bottom layers is just like cutting the Leaves & small branches of huge trees and top Layer is too difficult to uproot. The best thing in current scenario is to make visible / expose the middle layers; who are mostly arms & ammunition traders, illegal financial racket etc who are well protected by top layer and in return they percolate the vision of the top layer at the bottom. Hence the supply chain management of the arms, ammunition and finance needs to be destroyed completely.
At the same time we need to promote education, development & growth and to improve Grievance Redressal Mechanism.

The above mentioned amateur thoughts may not be so effective in short term but surely it will be effective in long term. It is as simple as using; ayurvedic medicine, which takes time to heal but there are no side effect if we compare it with allopathic medicine.

Task Description : This task requires you to identify 10 most important initiatives that centre and state governments should take to realise the PM’s vision of digital India. 
There has been a flood of suggestions in response to the Prime Minister’s vision for a digital India. It is important to prioritize the ideas and come up with a practical roadmap of what can be taken up first with maximum benefit to the nation. This task will help in drawing such a roadmap.


My Task Response :

Good Governance lead to Developed Nation. And to implement the policies of good governance in least possible time what we needed is Modernisation. (I Strongly support Shree Narendra Modi’s view that “What we need is Modernisation not Westernisation”). Modernisation can be achieved by making, Digitalisation and E/M-Governance (Single URL for all possible activities – Indian Citizen “Google” for all governance related affairs) as one of the Catalyst. The objective of Digitalisation and E Governance Commission is to make paperless offices.

To Create Digital INDIA; broadly we need to work on 2 fronts:

1.     Government – To Built Digital (Software & Application) Infrastructure.
1.1            To Create Digitalisation and E/M-Governance Department / Commission under Prime Minister’s Office. This will be the heart of Digital INDIA. It will co-ordinate with all other authorities within Central & State Government Departments. This Department will Design & Built centralized Digital infrastructure (Hardware & Software) for all government bodies ie. Central, State, District, Taluka & Village Panchyat for Various Departments. Every Citizen, Organization, Institutes, Religious Organization, Industry, Company, NGO, Co-operative society, FII, Foreign Company etc needs to be provided with “Unique Number” (Aadhar) & Smart Card by UIDAI. In addition to person’s demographic and biometric information, if possible DNA information can be also capture for all Indian Citizens and Citizens of other countries who wish to do business or visit INDIA.

1.2            Every Department can have its own module for the purpose of their respective business. Each Module should be easily integrated with core & other Modules.
There should not be duplication of entries; it should be grab from core Module or other Modules.
[For E.g. Once the UIDAI (Aadhar) module generates & issues the Unique Number & Smart Card to Identify each Person & Organisation (using their demographic and biometric information) it should be replicated in other Departments Modules (such as Birth & Death registration, National Population Registry, Election commission / Voter ID, Passport, Driving Licence, RTO, Land Records, Register of Company, Co-Op societies, etc). Other Modules should collect the Information such as Unique Number to identify person or organisation, Date of Birth / incorporation, Gender, Contact details such as address, email id, contact no, Date of Death / Cancelation etc from UIDAI Module.]

1.3            The Modules should be designed in such a manner that there should not be any scope for Human error and delay in day to day business of their department. Also Strict laws, procedures and monitoring Modules are needed to make sure for almost zero misuse. Core or complete Module will be of complex design but needs to be kept too simple for last end user / officers. Even non tech savvy bureaucrats & employee should enjoy using it than conventional methods to execute their work.

1.4            Real Time Digital Mapping of entire INDIA for Land Records, Natural Resource, Transport, Weather, Farming & Animal husbandry etc via dedicated satellites system/ Module integration with core Module.

1.5            In terms of financial implication of the Digitalisation and E-Governance Department, it will start generating good revenue to government in couple of years even without charging for any transactions but in form of advertisements like other commercial URLs & Applications. To further strengthen its revenues; services like E-mail, Blogging, social network & search engine for Job, Matrimonial and property at par with other commercial URL & Applications. If this is not viable internally; this can be achieved by making them consultant or Solution Partner in concurrence with national Security. Since every citizen & Organization will have only single Login ID / Smart Card mapped to his/her/its Unique Number; hence this URL & Smart Card will be the most authenticated and will be largely trusted around the globe. Considering daily 25% of Indian Citizen will use this URL & Smart Card for various activities & affairs, the amount of revenue generated from this URL & Smart Card will be immense; but more than that our cause for Minimum Government and maximum Governance, Justice & Equality can be achieved easily & efficiently.

2                   Connectivity - The interaction between government & citizen.
2.1            We can still continue to use the conventional method by visiting the government offices and submitting application physically as existing but applicant will also receive service request number in addition to acknowledgement, for applicant it will be routine procedure,  but once the service request is generated SLA will be triggered and status will be updated periodically. The second method will be submitting online request and rest remain the same. The benefit of online request is well known.

2.2            Introducing online Class room, meetings & pre recorded Trainings, Real time alerts, ideas, innovation & instruction in the field of Governments Systems, Rights & Duties, Farming, Animal Husbandry, fishing, weather, calamity, education, health care, skill development, clean INDIA & environment etc to every citizen as per his/her/its demography. Trainings to be conducted through school, colleges, universities, offices, Municipality, Gram Panchyat NGOs etc by instructor or online.
 
2.3            Real time monitoring of Demand Supply chain, Service Delivery & Grievance Redressal System by introducing Online administration, Police Station, Courts etc.


2.4            Promoting Cyber Cafe with Trainer & Consultant to guide citizens to use Government facilities & online services and to provide subsidy for encouragement of economically weaker section of people to use cyber cafe.

Task Description : In the last decade it was the road network that gave an impetus to India’s development. Today the need of the hour is to set up optical fibre networks across India that will empower people. This task invites your ideas on setting up a grid of high speed networks with the potential to transform India.

My Task Response :
1     How to Execute Dense OFN (Optical Fibre Network) for Broadband Internet   
1.1            All the Villages should be categorised  into two parts
1.1.1    Villages / Areas with Optical Fibre Network connectivity; here focus should be on how to increase Broadband Density & Penetration 
1.1.2    Villages / Areas with Non Optical Fibre Network connectivity
1.2       The Villages which are not connected via Optical Fibre Network should be divided (cohesive formula for division) among all Telecom Service Provider in a circle to lay Optical Fibre Cable (OFC) & built Optical Fibre Network within stipulated time.
1.3         To encourage (or compulsory) Dark Fibre, Copper for last mile (Passive network) and Active network sharing between Telecom, Local Cable Operator, Railtel & Power Grid.
1.4         The Operator who first voluntarily lay OFC & Network in a village with Non Fibre connectivity; apart from his assigned share must be rewarded from USO Fund and reward / linkage in spectrum allocation.
1.5            The Operator with highest no of Villages connected via OFC should be rewarded from USO Fund and of reward / linkage in spectrum allocation.
1.6            State Electricity Board’s Pole (or others Pole if any) to be allowed to lay hanging OFC (For Short Term).
1.7       Easing Right of Way (ROW) norms to lay OFC, POP, Towers & In Building Solution (IBS) equipment. ROW norms for Telecom Services should be at par with other civic services like water supply, Drainage System, Power Supply, Pipe Gas & Street Lighting etc.
1.8       To increase Railtel & Power Grid capacity of Dark Fibres & Lease Circuits / Bandwidth. If required, Additional OFC needs to laid either overhead (using its existing infrastructure) or underground.
1.9            Inbuilt OFC in the earthing cable which at the top of the high voltage transmission Lines can be used (Implemented by BSES between Dahanu & Ghodbander (80 Km) near North West Mumbai.

2                   On Policy Front
2.1         Restructuring Ministry of Communication, Information, broadcasting, Department of Telecom, Electronic, Software, IT etc.  
2.2            Merging MTNL & BBNL with BSNL and making BSNL more efficient.
2.3     Forming Synergy between BSNL, Private Telecom & Local Cable Operator, Railtel, Power Grid and others.
2.4           Boosting BSNL & Private Telecom Operator for dense optical fibre network with Microwave & satellite backup for Broadband connective.
2.5        Cohesive Spectrum allocation & sharing Policy for Access Network / Last Mile connectivity ( Specially RF / Broadband Spectrum to connect End user with OFN POP / Tower) for fair & affordable Tariff. The Access Network means how easily & reliably the End user / Customer gets a Last Mile connectivity / connection.
2.6            Optical Fibre Network Telecom POP in every village panchyat office.
2.7            At least one cyber cafe in every village 
2.8            Encourage LCO (Local Cable Operator) for cyber cafe and to distribute telecom services.
2.9        Promoting C-DOT other telecom equipment manufacturing companies for cheaper telecom products for operators & Last users. 
2.10 To establish IT (Information Technology) Universities for development Software’s / Operating System, Computer Hardware / Handset & Digital Electronic and communication System like telecommunication, Broadcasting, satellite communication.

First of all I will like to congratulate you and more than that like to thank you for giving us all first People’s Prime Minister in your form – It is the sentiment, which makes us feel we are directly connected to you.

Good Governance lead to Developed Nation. And to implement the policies of good governance in least possible time what we needed is Modernisation. (I Strongly support your view “What we need is Modernisation not Westernisation” which you had mention in your July 2013 Speech at Pune). Modernisation can be achieved by making, Digitalisation and E Governance (Single URL for all possible activities – Indian Citizen “Google” for all governance related affairs) as one of the Catalyst.

The objective of Digitalisation and E Governance Commission is to make 80% paperless offices (in comparison with today) across our country by 75th Independence Day, which will increase efficiency by 65 - 75% (in comparison with today). The Digitalization and E-Governance processes & systems should be designed in such a manner that there should not be any scope for Human errors and delays. Also Strict laws, procedures and monitoring systems are need to make sure for almost zero misuse.
Every Citizen, Organization, Institutes, Religious Organization, Industry, Company, NGO, Co-operative society, FII, Foreign Company etc needs to be provided with “Unique Number” (Aadhaar) by this Commission ASAP. This number will be single number for all State / Union Government related system such as Driving License, Voter Card, Passport, BPL Card, Ration Card mapping & all taxes card such as PAN, TAN , VAT. In addition to person’s demographic and biometric information, if possible DNA information can be also capture for all Indian Citizens and Citizens of other countries who wish to do business or visit INDIA.
The eminent personalities such as Dr. APJ Abdul Kalam and others should leads this Digitalisation and E Governance Commission on technical front to achieve the target by  75th Independence Day.

In terms of financial implication of the Digitalisation and E Governance Commission, it will start generating good revenue to government in couple of years even without charging for any transactions but in form of advertisements like other commercial URLs.
To further strengthen its revenue, services like E-mail, Blogging, social network & search engine for Job, Matrimonial, property etc can be added.

My INDIA....... My Vote......

Some of my observation regarding yesterday’s voting pattern in Mumbai....... INDIA’s financial capital.
The three class of Mumbai voters - 1) Uneducated Class 2) Educated class 3) Elite class.
The % of voting has been roughly increase by 10-12% which is the good sign but the best part was, it was tremendously increased (40-50%) in Educated & Elite class. But the worrying part is that it was drastically reduce (30-40%) in the uneducated class.
Reason for this was simple........... no special perks were provide to this class, thanks to Election Commission of INDIA for strict implementation of code of conduct. But going forward the biggest challenge will be how to create awareness among this class for importance of voting and if they elect right candidate what benefit will they have for next 5years without touching anyone’s feet.
Regarding Educated & Elite Class finally they had appreciate that the Democracy and it’s biggest festival “Election” is the only way forward for our better future.
One last observation..... we need to create awareness about “NOTA” None of the above candidate among all classes, this is our strongest weapon to debar wrong candidate from right political system.

Little about Governance!

Governance is how Government institutions conduct public affairs and manage public & National resources. It is the process of decision making and the system by which decisions are executed fully, partially or not at all.

The biggest hindrance to Good Governance is the Corruption, lack of Vision & Discipline in all forms which leads to Chaos & Poverty in our society. In today’s political scenario; politics has become business and “Me & My family” is above party and country. There are just 2 to 3 Political Parties which do not practice, family veto in the Party.  So if we are expecting 100% of good people in politics; then there is long way to go. Till that time we need to vote a candidate who is the “Best among the worst” or “NOTA” (None Of The above) as a respected Citizen; at constituency level.

Now who can give us Good Governance? A person who is Dynamic, Charismatic, Visionary, Mass Leader and Efficient Executor (who can improve Demand Supply chain, Service Delivery & Grievance Residual System) is leading at the highest institutional level (Prime Minister).

The biggest measurable parameters of Good Governance are that :
(1) Everyone should get employment of his/her choice (including 3rd Gender), which will fulfil their aspiration.
(2) Quality life.
(3) Justice.
(4) Equality.
In the above mention points Government has major role to play in creating that atmosphere.
(Equality & Justice: Eg. In the sake of Equality if we stop given eligible maternity leave to females it will not be Justice to overall Society.)

My Thoughts about how to achieve Good Governance :

Good Governance lead to Developed Nation. To become Developed nation in least possible time what we need is Modernisation and not Westernisation. Modernisation can be achieved by making, Digitalisation (Computerisation) and E Governance (Online –Internet) as Catalyst.

The objective of Digitalisation and E Governance is to make 80% paperless offices (in comparison with today) across our country by 75th Independence Day which will reduce corruption to 70 - 80% (in comparison with today). The Digitalization and E-Governance systems should be designed in such a manner that there should not be any scope for corruption. The eminent personalities such as Dr. APJ Abdul Kalam and others should leads this Digitalisation and E Governance Project on technical front to achieve the target by  75th Independence Day.

The biggest successful projects in India which ease the common man’s operational problems are Indian Railway’s “Online Passenger Reservation System”, Core and Internet Banking, Equity & Mutual Fund’s Trading (Demat & Online Trading) , Gujarat State PDS.

नुकत्याच झालेल्या एका परीक्षणानुसार असे निदर्शनास आले आहे कि, भारतातील मध्यमवर्गीय माणूस त्याचे उत्पन्न ३ महत्वाच्या गोष्टींवर खर्च करतो: दैनंदिन भौतिक गरजा, पर्यटन आणि गुंतवणूक. आजच्या पिढीचा विचार करता दैनंदिन भौतिक गरजा आणि पर्यटन या गोष्टीस जास्त प्राधान्य दिल्याचे नजरेस येते. आज काल बहुतेक multinational कंपन्यांमध्ये शनिवार- रविवार सुट्टी देण्याचे प्रमाण वाढले आहे. अशा वेळी या दोन दिवसाचा सदुपयोग बहुतेक जण मित्र परीवारासोबत आसपासच्या पर्यटन जागेस भेट देण्यास करतात. त्यातल्यात्यात जर असे ठिकाण घराच्या जवळपास असेल तर त्यास जास्त प्राधान्य दिले जाते कारण प्रवासाचा वेळ वाचवता येतो आणि मिळालेल्या वेळेचा जास्तीत जास्त आनंद उपभोगता येतो.
केळवे गावाचा विचार करता हे ठिकाण सात महानगर पालिकांच्या जवळ आहे त्यामुळे ही एक फार मोठी बाजारपेठ आहे. अशावेळी थोडा आणखीन पुढे जाऊन विचार केला तर केळवे गाव एक राष्ट्रीय आणि आंतरराष्ट्रीय दर्जाचे पर्यटन स्थळ होण्यास खुपश्या प्रमाणत पात्र होते. केळवा मुंबई - बोरीवली पासून महामार्गाने ९० किलोमीटर, रेल्वे मार्गाने ४९ किलोमीटर तर हवाई मार्गे (मुंबई ऐरपोर्त ते केळवे ) फक्त ५५ किलोमीटर अंतरावर आहे. नैसर्गिक सौंदर्याने नटलेला समुद्र किनारा, जागृत देवस्थान, आजूबाजूच्या परिसरातील तलाव, पानवेली-भाज्या यांनी भरलेल्या बागायती केळवे गावाच्या सद्य परिस्थितील पर्यटन व्यवसायास पोषक आहेत.                                                                       आताच्या परिस्थितीचा आढावा घेता वीकेंड concept केळवा गावास खूप फायद्याचा ठरला आहे आणि ठरत आहे पण त्याही पुढे जाऊन केळव्याच्या सर्वांगीण विकासाकडे लक्ष देणे गरजेचे झाले आहे जेणेकरून पर्यटन व्यवसाय फक्त शनिवार - रविवार मध्ये सीमित न राहता केळवे गावास आठवड्याच्या साती दिवस उत्पन्नाच्या सोयी निर्माण करून देईल.
हे उद्दिष्ट समोर ठेवून विकास साधायचा झाल्यास खालील मुद्दे अमलात आणण्याची सक्त गरज आहे: १. निघ्डीत उद्योगास प्राधान्य
२. विविध स्तरांवर विकासाची व गावकऱ्यांच्या सहभागाची आवश्यकता
३. विकासाच्या योजना
४. सरकारी सहभाग
५. गावकर्यान होणारा फायदा 

कोणताही उद्योग फक्त स्वबळावर फार काळ प्रगती करू शकत नाही. त्यास इतर निगडीत उद्योगाचा हातभार गरजेचा असतो. केळवे गावाचा विचार करता फक्त सागरी किनाऱ्यावरील पर्यटनाच्या विकासापर्यंत सीमित न राहता खालील उद्योगास प्राधान्य देणे अत्यंत गरजेचे आहे:
i)      बीच \ water स्पोर्ट्स
ii)     कृषी पर्यटन
iii)    मासेमारी पर्यटन
iv)   वन / अभयारण्य पर्यटन
v)    क्रीडा पर्यटन
vi)   शैक्षणिक पर्यटन
vii)  वैद्यकीय पर्यटन
viii) औद्योगिक पर्यटन /food processing industry

तसेच अनेक ठिकाणांचा/ गोष्टींचा विकास करण्याची आवश्यकता आहे :
i)      सागरी किनारा
ii)     कृषी क्षेत्र
iii)    मासेमारी
iv)   वन/ जंगली प्राणी संवर्धन
v)    मिठागर
vi)   पाण्याचे स्त्रोत (तलाव/ नदी/ धरण)
vii)  क्रीडा क्षेत्र
viii) आरक्षित जागेत residential complex, मॉल, चित्रपटगृहे, प्रदर्शन केंद्रे, आर्ट गैलरी
ix)   शैक्षणिक व संशोधन केंद्र
x)    आरक्षित औद्योगिक आणि आय. टी  केंद्र
xi)   आरक्षित वैद्यकीय केंद्र 

हा विचार अमलात आणण्यासाठी किमान १० ते १५ वर्षाचा काळ अपेक्षित आहे. पण फक्त पर्यटन क्षेत्रापर्यंत सिमीत न राहता वेगवेगळ्या विकासाच्या वाट लक्षात घेणे जरुरीचे आहे. विकासाच्या दृष्टीने एक सामाजिक जाणीव निर्माण व्हायची तसेच संघटीत होऊन काम करण्याची अत्यंत गरज आहे. एवढा मोठा प्रकल्प अमलात आणणे मनुष्यबळाशिवाय अशक्यप्राय गोष्ट आहे. म्हणूनच गावकर्यांमध्ये प्रकल्पामुळे होणारा विकास, त्याचा गावास होणारा फायदा याबाबतीत जागरूकता निर्माण व्हायला हवी.
व्यवसायाशी निगडीत प्रशिक्षण केंद्रे उभारणेही तितकेच गरजेचे आहे. फक्त मनुष्यबळ असून कामाचे नाही. हे मनुष्यबळ प्रशिक्षित हवे. त्यांना व्यवसायाची माहिती हवी आणि त्यांच्यामध्ये व्यवसायाशी निगडीत कौशल्य हवे.

पूर्वीच्या काळी संपूर्ण कुटुंबे शेतीवर अवलंबून असत. शिक्षणाच्या प्रसारामुळे लोक चांगले शिक्षण घेऊन नोकरी आणि उद्योगधंद्याच्या निमित्ताने शहरामध्ये वास्तव्य करू लागले. यामुळे शेती आणि बागायती व्यवसाय हळू हळू मागे पडू लागला आहे. ह्यावर उपाय म्हणजे land bank ची स्थापना. ज्याप्रमाणे आपण गरजेपेक्षा जास्त पैसा बँकेत ठेव म्हणून ठेवतो, त्याप्रमाणे वापरत नसलेली जमीन land बँकेकडे ठेव म्हणून ठेवायची व हीच जमीन land बँकेने लागवडीसाठी वा इतर कारणासाठी वापरून होतकरू तरुणांना रोजगाराच्या संधी उपलब्ध करून द्याव्यात.

ग्रामीण भागामध्ये बँकांचे जाळे शहराएवढे पसरलेले नाही. त्यामुळे ग्रामस्थांचा कल घरात पैसा साठवून ठेवण्याकडे जास्त आहे. हाच पैसा जर बँकांमार्फत सद्य अर्थव्यवस्थेत आला तर त्याचा सगळ्यात जास्त फायदा ग्रामीण भागात होईल. ठेविदाखल बँकेत असलेल्या पैश्यावर व्याज मिळेल, घरासाठी, शेती साठी तसेच व्यवसायासाठी सुलभ रित्या कर्ज उपलब्ध होतील.

आर्थिक कंपन्या, संस्था यांसारख्या गुंतवणूकदाराचे अधिवेशन भरवून त्यांना केळवे गावामध्ये गुंतवणूक करण्यास उद्युक्त केल्यास या प्रकल्पास मोठ्या प्रमाणत भांडवल निर्माण होईल.
ह्या प्रकल्पाचा आढावा घेता एवढा मोठा प्रकल्प सरकारी सहभागाशिवाय शक्य नाही याची कल्पना आली असेलच. ह्यातील महत्वाचा मुद्दा म्हणजे उत्तर कोकण जिल्ह्याची निर्मिती करणे व पालघरला मुख्यालय बनवावे.

MMRDA अंतर्गत समाविष्ट नसलेल्या ठाणे जिल्ह्याचा भाग उत्तर कोकण जिल्ह्यात करणे. पण वसई तालुक्यास MMRDA किंवा उत्तर कोकण यामधील पर्यायाची निवड करण्यास मोकळीक असावी. ह्याकरता उत्तर कोकण विकास मंडळाची निर्मिती करणे. हे मंडळ उत्तर कोकण जिल्ह्याच्या निर्माणामध्ये भूमिका बजावेल. ह्या विकास मंडळाचे प्रथम उद्दिष्ट मास्टर प्लान तयार करणे व आंतरराष्ट्रीय दर्जाच्या दळणवळण (रस्ते, रेल्वे, मेट्रो रेल्वे, जल परिवहन, हवाई परिवहन), वीज, संचार, आर्थिक संस्था यांसारख्या सोयी उपलब्ध करून देणे. त्याचबरोबर SEBI मान्यताप्राप्त जिल्हास्तरीय तसेच राज्यस्तरीय stock exchange निर्माण केल्यास या विभागास आर्थिक उलाढाल होण्यास मदत मिळेल.

उत्तर कोकण विभागाच्या या प्रकल्पाचा आणि या न्वये होणाऱ्या सर्वांगीण विकासाचा सर्वात जास्त फायदा गावकर्यान होणार आहे. संपूर्ण विभागाच्या परिपूर्ण विकासाबरोबर एक आर्थिक स्थैर्य लाभेल. तयबरोबर :
i)      आर्थिक दर डोई उत्पन्नात वाढ होईल
ii)     दर डोई खर्च कमी होईल
iii)    गावकर्यान उच्च दर्जाचे राहणीमान मिळेल
iv)   नवीन तसेच अत्युच्य दराच्या रोजगार आणि स्वयंरोजगाराच्या संधी उपलब्ध होतील जेणेकरून पुढच्या पिढीला कामानिमित्त शहरांमध्ये जाण्याची गरज पडणार नाही.
v)    पर्यावरणाचा नैसर्गिक समतोल राखण्यास मदत होईल 
 


आजूबाजूच्या परिसराचा विचार करता हि एका विचाराची सुरवात आहे. पुढे जाऊन असे प्रकल्प जिल्हास्तरीय पातळीवर मर्यादित राहता पुढे जाऊन राज्य आणि राष्ट्रीय पातळीवर हाती घेतले जावेत. असे झाल्यास येत्या २०-२५ वर्षामध्ये भारत एक संपूर्ण रित्या विकसित देश म्हणून जगाला एक नवीन ओळख पटवून देऊ शकेल.
