Task : Strengthening Optical Fibre Networks
Task Description : In the last decade it was the road network that gave an impetus to India’s development. Today the need of the hour is to set up optical fibre networks across India that will empower people. This task invites your ideas on setting up a grid of high speed networks with the potential to transform India.

My Task Response :
1     How to Execute Dense OFN (Optical Fibre Network) for Broadband Internet   
1.1            All the Villages should be categorised  into two parts
1.1.1    Villages / Areas with Optical Fibre Network connectivity; here focus should be on how to increase Broadband Density & Penetration 
1.1.2    Villages / Areas with Non Optical Fibre Network connectivity
1.2       The Villages which are not connected via Optical Fibre Network should be divided (cohesive formula for division) among all Telecom Service Provider in a circle to lay Optical Fibre Cable (OFC) & built Optical Fibre Network within stipulated time.
1.3         To encourage (or compulsory) Dark Fibre, Copper for last mile (Passive network) and Active network sharing between Telecom, Local Cable Operator, Railtel & Power Grid.
1.4         The Operator who first voluntarily lay OFC & Network in a village with Non Fibre connectivity; apart from his assigned share must be rewarded from USO Fund and reward / linkage in spectrum allocation.
1.5            The Operator with highest no of Villages connected via OFC should be rewarded from USO Fund and of reward / linkage in spectrum allocation.
1.6            State Electricity Board’s Pole (or others Pole if any) to be allowed to lay hanging OFC (For Short Term).
1.7       Easing Right of Way (ROW) norms to lay OFC, POP, Towers & In Building Solution (IBS) equipment. ROW norms for Telecom Services should be at par with other civic services like water supply, Drainage System, Power Supply, Pipe Gas & Street Lighting etc.
1.8       To increase Railtel & Power Grid capacity of Dark Fibres & Lease Circuits / Bandwidth. If required, Additional OFC needs to laid either overhead (using its existing infrastructure) or underground.
1.9            Inbuilt OFC in the earthing cable which at the top of the high voltage transmission Lines can be used (Implemented by BSES between Dahanu & Ghodbander (80 Km) near North West Mumbai.

2                   On Policy Front
2.1         Restructuring Ministry of Communication, Information, broadcasting, Department of Telecom, Electronic, Software, IT etc.  
2.2            Merging MTNL & BBNL with BSNL and making BSNL more efficient.
2.3     Forming Synergy between BSNL, Private Telecom & Local Cable Operator, Railtel, Power Grid and others.
2.4           Boosting BSNL & Private Telecom Operator for dense optical fibre network with Microwave & satellite backup for Broadband connective.
2.5        Cohesive Spectrum allocation & sharing Policy for Access Network / Last Mile connectivity ( Specially RF / Broadband Spectrum to connect End user with OFN POP / Tower) for fair & affordable Tariff. The Access Network means how easily & reliably the End user / Customer gets a Last Mile connectivity / connection.
2.6            Optical Fibre Network Telecom POP in every village panchyat office.
2.7            At least one cyber cafe in every village 
2.8            Encourage LCO (Local Cable Operator) for cyber cafe and to distribute telecom services.
2.9        Promoting C-DOT other telecom equipment manufacturing companies for cheaper telecom products for operators & Last users. 
2.10 To establish IT (Information Technology) Universities for development Software’s / Operating System, Computer Hardware / Handset & Digital Electronic and communication System like telecommunication, Broadcasting, satellite communication.
