To be hanged till Death.....?????

This article is not related to whether we should have capital punishment or not. But it’s about how to execute the capital punishment. I strongly consider the capital punishment by hanging till death should be abolished or at least option should be given to convict whether his execution should be done by hanging or “By donating maximum possible organs till death”.

Yes that’s correct...... I strongly believe the capital punishment execution should be done by donating maximum possible organ till death; excluding brain (It can be used for research and scientific study). If you look at the demand and supply of Organs (especially heart) there is huge deficit. This will not solve the problem but it’s like maximum utilisation of available resources! But more than that if you look from religious point of view it will help the convict to reduce his/her sin; by giving life / quality life to few people.

Now there may be debate whether patient or the family members will accept organs from such donor, this may be left to their conscious. If organs are not accepted it should be used for research and scientific study. But one has to understand that punishment is always given for the evil deeds and not to the body. Scientifically these conventional thought doesn’t have any relevance. From religious point of view when soul leaves the body; the body loose the relevance to his/her persona and it is just a dead body. So there is no harm to accept organs from such convicts. Just a thought, how much knowledge does the patient or his / her family have when they accept organs from other normal donors.

From legal and medical aspect once the person’s brain is dead he is declared dead so it doesn’t make any sense to other alive organs. Hence execution should be done by simple medically removing his / her Heart which will result in this death; giving us alive heart for transplantation other relevant organs should be also removed as per medical procedure. Necessary amendments to law and adequate security & medical arrangements will be required to implement it. 

Hence strongly feels this thought is win-win for both patient & convict from Medical, Religious, Legal & Humanitarian point of view.

My amateur thoughts on how to get rid of Terrorism

The first thing which came to my mind was our Honourable Prime Minister; Shri Narendra Modi’s Slogan “Terrorism Divide’s People and Tourism unites People”. In short if we want to get rid of Terrorism, we need to promote Tourism or in other words we need to promote Development & Growth on war footing. According to my calculation terrorism is the most organised Business in unorganised areas and to the extent in civilised world.
So to get rid of Terrorism, we need to consider it as Business and to act like Businessmen who do not believes in competing opponent’s business but loves to abolish opponents business.

If we compare business of Terrorism with Pyramid we always target bottom layer which is acceptable to the extent and the top layer is left out due to political reasons. But the strange thing is that middle layers are almost invisible.
If we want to eliminate Terrorism, targeting bottom layers is just like cutting the Leaves & small branches of huge trees and top Layer is too difficult to uproot. The best thing in current scenario is to make visible / expose the middle layers; who are mostly arms & ammunition traders, illegal financial racket etc who are well protected by top layer and in return they percolate the vision of the top layer at the bottom. Hence the supply chain management of the arms, ammunition and finance needs to be destroyed completely.
At the same time we need to promote education, development & growth and to improve Grievance Redressal Mechanism.

The above mentioned amateur thoughts may not be so effective in short term but surely it will be effective in long term. It is as simple as using; ayurvedic medicine, which takes time to heal but there are no side effect if we compare it with allopathic medicine.

Task Description : This task requires you to identify 10 most important initiatives that centre and state governments should take to realise the PM’s vision of digital India. 
There has been a flood of suggestions in response to the Prime Minister’s vision for a digital India. It is important to prioritize the ideas and come up with a practical roadmap of what can be taken up first with maximum benefit to the nation. This task will help in drawing such a roadmap.


My Task Response :

Good Governance lead to Developed Nation. And to implement the policies of good governance in least possible time what we needed is Modernisation. (I Strongly support Shree Narendra Modi’s view that “What we need is Modernisation not Westernisation”). Modernisation can be achieved by making, Digitalisation and E/M-Governance (Single URL for all possible activities – Indian Citizen “Google” for all governance related affairs) as one of the Catalyst. The objective of Digitalisation and E Governance Commission is to make paperless offices.

To Create Digital INDIA; broadly we need to work on 2 fronts:

1.     Government – To Built Digital (Software & Application) Infrastructure.
1.1            To Create Digitalisation and E/M-Governance Department / Commission under Prime Minister’s Office. This will be the heart of Digital INDIA. It will co-ordinate with all other authorities within Central & State Government Departments. This Department will Design & Built centralized Digital infrastructure (Hardware & Software) for all government bodies ie. Central, State, District, Taluka & Village Panchyat for Various Departments. Every Citizen, Organization, Institutes, Religious Organization, Industry, Company, NGO, Co-operative society, FII, Foreign Company etc needs to be provided with “Unique Number” (Aadhar) & Smart Card by UIDAI. In addition to person’s demographic and biometric information, if possible DNA information can be also capture for all Indian Citizens and Citizens of other countries who wish to do business or visit INDIA.

1.2            Every Department can have its own module for the purpose of their respective business. Each Module should be easily integrated with core & other Modules.
There should not be duplication of entries; it should be grab from core Module or other Modules.
[For E.g. Once the UIDAI (Aadhar) module generates & issues the Unique Number & Smart Card to Identify each Person & Organisation (using their demographic and biometric information) it should be replicated in other Departments Modules (such as Birth & Death registration, National Population Registry, Election commission / Voter ID, Passport, Driving Licence, RTO, Land Records, Register of Company, Co-Op societies, etc). Other Modules should collect the Information such as Unique Number to identify person or organisation, Date of Birth / incorporation, Gender, Contact details such as address, email id, contact no, Date of Death / Cancelation etc from UIDAI Module.]

1.3            The Modules should be designed in such a manner that there should not be any scope for Human error and delay in day to day business of their department. Also Strict laws, procedures and monitoring Modules are needed to make sure for almost zero misuse. Core or complete Module will be of complex design but needs to be kept too simple for last end user / officers. Even non tech savvy bureaucrats & employee should enjoy using it than conventional methods to execute their work.

1.4            Real Time Digital Mapping of entire INDIA for Land Records, Natural Resource, Transport, Weather, Farming & Animal husbandry etc via dedicated satellites system/ Module integration with core Module.

1.5            In terms of financial implication of the Digitalisation and E-Governance Department, it will start generating good revenue to government in couple of years even without charging for any transactions but in form of advertisements like other commercial URLs & Applications. To further strengthen its revenues; services like E-mail, Blogging, social network & search engine for Job, Matrimonial and property at par with other commercial URL & Applications. If this is not viable internally; this can be achieved by making them consultant or Solution Partner in concurrence with national Security. Since every citizen & Organization will have only single Login ID / Smart Card mapped to his/her/its Unique Number; hence this URL & Smart Card will be the most authenticated and will be largely trusted around the globe. Considering daily 25% of Indian Citizen will use this URL & Smart Card for various activities & affairs, the amount of revenue generated from this URL & Smart Card will be immense; but more than that our cause for Minimum Government and maximum Governance, Justice & Equality can be achieved easily & efficiently.

2                   Connectivity - The interaction between government & citizen.
2.1            We can still continue to use the conventional method by visiting the government offices and submitting application physically as existing but applicant will also receive service request number in addition to acknowledgement, for applicant it will be routine procedure,  but once the service request is generated SLA will be triggered and status will be updated periodically. The second method will be submitting online request and rest remain the same. The benefit of online request is well known.

2.2            Introducing online Class room, meetings & pre recorded Trainings, Real time alerts, ideas, innovation & instruction in the field of Governments Systems, Rights & Duties, Farming, Animal Husbandry, fishing, weather, calamity, education, health care, skill development, clean INDIA & environment etc to every citizen as per his/her/its demography. Trainings to be conducted through school, colleges, universities, offices, Municipality, Gram Panchyat NGOs etc by instructor or online.
 
2.3            Real time monitoring of Demand Supply chain, Service Delivery & Grievance Redressal System by introducing Online administration, Police Station, Courts etc.


2.4            Promoting Cyber Cafe with Trainer & Consultant to guide citizens to use Government facilities & online services and to provide subsidy for encouragement of economically weaker section of people to use cyber cafe.

Task Description : In the last decade it was the road network that gave an impetus to India’s development. Today the need of the hour is to set up optical fibre networks across India that will empower people. This task invites your ideas on setting up a grid of high speed networks with the potential to transform India.

My Task Response :
1     How to Execute Dense OFN (Optical Fibre Network) for Broadband Internet   
1.1            All the Villages should be categorised  into two parts
1.1.1    Villages / Areas with Optical Fibre Network connectivity; here focus should be on how to increase Broadband Density & Penetration 
1.1.2    Villages / Areas with Non Optical Fibre Network connectivity
1.2       The Villages which are not connected via Optical Fibre Network should be divided (cohesive formula for division) among all Telecom Service Provider in a circle to lay Optical Fibre Cable (OFC) & built Optical Fibre Network within stipulated time.
1.3         To encourage (or compulsory) Dark Fibre, Copper for last mile (Passive network) and Active network sharing between Telecom, Local Cable Operator, Railtel & Power Grid.
1.4         The Operator who first voluntarily lay OFC & Network in a village with Non Fibre connectivity; apart from his assigned share must be rewarded from USO Fund and reward / linkage in spectrum allocation.
1.5            The Operator with highest no of Villages connected via OFC should be rewarded from USO Fund and of reward / linkage in spectrum allocation.
1.6            State Electricity Board’s Pole (or others Pole if any) to be allowed to lay hanging OFC (For Short Term).
1.7       Easing Right of Way (ROW) norms to lay OFC, POP, Towers & In Building Solution (IBS) equipment. ROW norms for Telecom Services should be at par with other civic services like water supply, Drainage System, Power Supply, Pipe Gas & Street Lighting etc.
1.8       To increase Railtel & Power Grid capacity of Dark Fibres & Lease Circuits / Bandwidth. If required, Additional OFC needs to laid either overhead (using its existing infrastructure) or underground.
1.9            Inbuilt OFC in the earthing cable which at the top of the high voltage transmission Lines can be used (Implemented by BSES between Dahanu & Ghodbander (80 Km) near North West Mumbai.

2                   On Policy Front
2.1         Restructuring Ministry of Communication, Information, broadcasting, Department of Telecom, Electronic, Software, IT etc.  
2.2            Merging MTNL & BBNL with BSNL and making BSNL more efficient.
2.3     Forming Synergy between BSNL, Private Telecom & Local Cable Operator, Railtel, Power Grid and others.
2.4           Boosting BSNL & Private Telecom Operator for dense optical fibre network with Microwave & satellite backup for Broadband connective.
2.5        Cohesive Spectrum allocation & sharing Policy for Access Network / Last Mile connectivity ( Specially RF / Broadband Spectrum to connect End user with OFN POP / Tower) for fair & affordable Tariff. The Access Network means how easily & reliably the End user / Customer gets a Last Mile connectivity / connection.
2.6            Optical Fibre Network Telecom POP in every village panchyat office.
2.7            At least one cyber cafe in every village 
2.8            Encourage LCO (Local Cable Operator) for cyber cafe and to distribute telecom services.
2.9        Promoting C-DOT other telecom equipment manufacturing companies for cheaper telecom products for operators & Last users. 
2.10 To establish IT (Information Technology) Universities for development Software’s / Operating System, Computer Hardware / Handset & Digital Electronic and communication System like telecommunication, Broadcasting, satellite communication.

My Task Response : One of the best practice using digital technology is Smart Card “MyKad” the compulsory identity document for Malaysian citizens. Malaysia became the 1st country in the world to use an identification card that incorporates both photo identification & biometric data. First of all I will like to congratulate you and more than that like to thank you for giving us all first People’s Prime Minister in your form – It is the sentiment, which makes us feel we are directly connected to you.

Good Governance lead to Developed Nation. And to implement the policies of good governance in least possible time what we needed is Modernisation. (I Strongly support your view “What we need is Modernisation not Westernisation” which you had mention in your July 2013 Speech at Pune). Modernisation can be achieved by making, Digitalisation and E Governance (Single URL for all possible activities – Indian Citizen “Google” for all governance related affairs) as one of the Catalyst.

The objective of Digitalisation and E Governance Commission is to make 80% paperless offices (in comparison with today) across our country by 75th Independence Day, which will increase efficiency by 65 - 75% (in comparison with today). The Digitalization and E-Governance processes & systems should be designed in such a manner that there should not be any scope for Human errors and delays. Also Strict laws, procedures and monitoring systems are need to make sure for almost zero misuse.
Every Citizen, Organization, Institutes, Religious Organization, Industry, Company, NGO, Co-operative society, FII, Foreign Company etc needs to be provided with “Unique Number” (Aadhaar) by this Commission ASAP. This number will be single number for all State / Union Government related system such as Driving License, Voter Card, Passport, BPL Card, Ration Card mapping & all taxes card such as PAN, TAN , VAT. In addition to person’s demographic and biometric information, if possible DNA information can be also capture for all Indian Citizens and Citizens of other countries who wish to do business or visit INDIA.
The eminent personalities such as Dr. APJ Abdul Kalam and others should leads this Digitalisation and E Governance Commission on technical front to achieve the target by  75th Independence Day.

In terms of financial implication of the Digitalisation and E Governance Commission, it will start generating good revenue to government in couple of years even without charging for any transactions but in form of advertisements like other commercial URLs.

Some of the successful projects in India which ease the common man’s operational problems are Indian Railway’s “Online Passenger Reservation System”, Core and Internet Banking, Equity & Mutual Fund’s Trading (Demat & Online Trading) , Gujarat State PDS.

My INDIA....... My Vote......

Some of my observation regarding yesterday’s voting pattern in Mumbai....... INDIA’s financial capital.
The three class of Mumbai voters - 1) Uneducated Class 2) Educated class 3) Elite class.
The % of voting has been roughly increase by 10-12% which is the good sign but the best part was, it was tremendously increased (40-50%) in Educated & Elite class. But the worrying part is that it was drastically reduce (30-40%) in the uneducated class.
Reason for this was simple........... no special perks were provide to this class, thanks to Election Commission of INDIA for strict implementation of code of conduct. But going forward the biggest challenge will be how to create awareness among this class for importance of voting and if they elect right candidate what benefit will they have for next 5years without touching anyone’s feet.
Regarding Educated & Elite Class finally they had appreciate that the Democracy and it’s biggest festival “Election” is the only way forward for our better future.
One last observation..... we need to create awareness about “NOTA” None of the above candidate among all classes, this is our strongest weapon to debar wrong candidate from right political system.
